What L4M2 covers

Three learning outcomes:

  1. Understand how to devise a business case — justifying a requirement, costs and pricing, budgets and whole-life cost.
  2. Understand market management — market types, competitive forces, and the data used to analyse supply markets.
  3. Understand the use of specifications — types of specification, what they must contain, and how to avoid over- or under-specifying.

L4M2 exam format

  • Type: Objective response (multiple-choice). Questions: 60. Pass mark: 70%. Mostly scenario-based application.

Key frameworks you must know

  • Business case — feasibility, suitability and acceptability; cost-benefit and whole-life cost.
  • Total Cost of Ownership (TCO) — acquisition, operation and disposal, not just purchase price.
  • Market structures — perfect competition, monopolistic competition, oligopoly, monopoly — and Porter's Five Forces.
  • Specification types — a conformance (or "design") spec tells the supplier how to do it; a performance (or "output") spec tells them what outcome is required and leaves the method to them.
  • Value analysis / value engineering — improving value (function ÷ cost).

Common L4M2 exam traps

  • Conformance = HOW, performance = WHAT — the single most-tested distinction.
  • Over-specification adds unnecessary cost; under-specification creates risk and disputes.
  • TCO is whole-life, not the purchase price.
