The cycle is iterative, not a rigid conveyor belt. Contract-performance information can change the next business case; market intelligence can expose that the original solution design is unsuitable; stakeholder feedback can reveal an omitted requirement.
Worked hypothetical example
Assume a college wants to replace a paper-based system for booking teaching rooms. Departments complain about double bookings, while the finance director wants predictable cost. An unstructured answer might say: “Issue a tender for scheduling software.” A stronger answer works through the cycle.
First, define the outcome: reliable room allocation, appropriate access controls, usable reporting and a manageable transition. Then gather evidence: number of users, current booking errors, existing IT integration, accessibility requirements, contract end dates and implementation capacity.
Next, consider the market. Is a configured existing platform sufficient, or does the college need a tailored solution? What is the cost and risk of a short extension to the current arrangement? Could early market engagement clarify integration options? These questions support a proportionate strategy rather than assuming a full bespoke build.
The specification may combine mandatory constraints—such as compatibility with the college’s identity system—with measurable outcomes, such as availability, booking accuracy, support response and migration requirements. Evaluation should then test the proposed solution against those needs, using documented criteria and evidence rather than a persuasive sales demonstration alone.
Finally, the answer should not stop at award. It should propose an implementation plan, responsibilities, performance measures, issue escalation and a review point after the first term. That is how the procurement cycle demonstrates value: it connects the choice of supplier to successful adoption and learning.
Turn the cycle into paragraph structure
A useful constructed-response paragraph has four parts:
Point: State the action. Application: Tie it to a fact in the scenario. Reasoning: Explain the benefit or risk controlled. Outcome: State what evidence or decision should follow.
For example: “The college should validate demand and stakeholder requirements before finalising the specification. Because departments currently use inconsistent booking records, workshops with teaching staff, IT and facilities can identify essential workflows and data needs. This reduces the risk of buying a platform that technically functions but fails to resolve double bookings. The resulting requirements should be documented and approved before suppliers are evaluated.”
This is more persuasive than simply naming “stakeholder analysis”.
Avoid four common traps
First, do not force every stage into every answer. Depth on relevant actions is stronger than a long checklist. Second, do not write as if procurement alone owns the decision; finance, users, legal, IT, operations and suppliers may each hold necessary information. Third, do not promise a particular result: explain how evidence and governance improve the decision. Finally, do not invent marks, question formats or confidential case information.
